Every child deserves the best start in life, to be able to reach their full potential and be safe and protected from harm. Although the Government remains ambitious, and despite reforms and the many laws which exist to protect those rights, many children are still missing out.
The reasons why are numerous, but many are unnecessary and avoidable. We know everyone working with and supporting children wants the very best for them but often how that looks and what direction to take, is confusing, seems unattainable and surrounded in bureaucracy. Time and resources can create further obstacles. We want to ensure people are able to focus on what they do best rather than spending significant time or money getting children the help and support that they deserve.

EOTAS Consultation
The EOTAS consultation proposes stronger support, clearer responsibilities, and tighter oversight for children whose EHCPs specify education outside a school setting. It seeks views on improving the quality, regulation and accountability of EOTAS provision, ensuring children educated at home, in mixed settings, or through non‑school providers receive consistent, high‑quality support. It also covers children unable to attend school due to health needs, and the use of accredited online providers. The consultation aims to end the postcode lottery in EOTAS, improve outcomes and wellbeing, and clarify how future arrangements should work with no decisions yet made.
Free school Meals Expansion 2026
From the start of the 2026–27 academic year, all children in households receiving Universal Credit will be legally entitled to a free school meal. This expansion is set out in the updated DfE guidance (8 May 2026) and confirmed through the Children’s Wellbeing and Schools Act 2026.
Suspension and Exclusion Guidance 2026
The updated exclusions guidance tightens accountability, strengthens safeguards for pupils with SEND, and makes clear that unmet need or lack of provision cannot be treated as behaviour grounds for exclusion. It also reinforces early intervention, informal exclusions are illegal, and clarifies governors’ duties and reintegration expectations.
Working Together to Safeguard Children 2026
Working Together to Safeguard Children 2026 strengthens multi‑agency accountability, expands safeguarding duties to all children including unborn babies, and reinforces anti‑racist, anti‑discriminatory practice. It clarifies MASA responsibilities, requiring partners to use shared data to identify disproportionality and improve outcomes, and introduces the Family Help model combining early help and Section 17 support. The guidance also tightens expectations around responding to domestic abuse, child sexual abuse, online harms, and requires faster, more consistent serious incident notifications and rapid reviews to improve system learning.
